When the veil of governance fails in information security the operational team sets the information security posture and the security team mops up best it can after the fact.

Long before Snowden or the OPM hack there were professionals employed by all world powers in the Art of Deception.

Disinformation is intentionally false or misleading information that is spread in a calculated way to deceive target audiences. The English word, which did not appear in dictionaries until the late-1980s, is a translation of the Russian дезинформация, transliterated as dezinformatsiya.

Unfortunately this suite of tactics exists throughout modern business boardrooms and C level risk practitioners.

Let's investigate how this serves to place a veil over what government regulators get to audit.
