Cameras On Helicopters and at BLM Holding and Processing Facilities

During roundups the BLM engages contractors to execute the activity.  The contract amounts be seen at USASpending.gov.  What is not readily available are good records on how the contractors carry out the activities.  There is a body of evidence that indicates there are numerous incidents of animal abuse and actions which are not within the BLM CAWP (Comprehensive Animal Welfare Program).  


The BLM has been shown to fail to enforce the vague directives within the scope of contract execution in a reasomable fassion.  Both BLM and Contractor staff make exceptional efforts to sequester their actions from public view.

The public is paying the bill for these management practices and should have access to view and understand the means of execution of the programs in full.  


Placing 24x7  cameras at Holding and Processing facilities and creating recordings for historical review is a critical step in making the program Transparent.  Recording of the roundup from helicopters operated for the purpose should also be implemented and those recordings additionally made availlable for historical review by the public.
