Wild Horse and Burro Adoption Incentive  Program

The Adoption Incentive Program (AIP) is a net money loss for the BLM.  It should be shut down.  Period.

The investigations into the program were initially published in 2021.  Nothing has changed - the BLM budget for the program should be removed immediately.
